That should be correct- I had to buy a saddlebag a couple years ago, HD doesn't sell those as a unit, you have to go thru the fiche and buy all the individual parts, hinges, screws, you name it. If I recall the tour pack was similar in that regard. Plus there was a short wait for the lid and box to be painted.

You can do that with a tour pak that comes on a bike from the factory.....not a tour pak for say a SG, RG, or RK. So a tour pak that doesn't come with the rear lights and speakers and the whole nine. You also can't buy a pre drilled tour pak in any color expect the colors that come on a factory tour pak bike. Same goes for a chopped, you have to buy the entire thing at once. So paint color and everything else starts to come into play.

Couldn't you buy a used one with the parts you want, then take it apart and get it painted to match?

Obviously the tour packs are painted without hinges and latches in place. If it is a custom order color, how difficult would it be to have both chrome and black hardware available at the point of assembly and a line on the order form for chrome or black hardware? How CUSTOMER ORIENTED is the company willing to be?

No different then having a black and a chrome engine on the line right next to each other. It's just not going to happen. Much easier/cost effective to have the customer buy what they want and swap it out.
