Many states have wording such as this for trailer tags:
*Even though the trailer may not have to be licensed if it meets criteria, anytime you tow a trailer out of state it must be registered and you must have the registration receipt with you, regardless of what kind of trailer it is.

Technically, you must follow the laws of the state you are driving in... not where your vehicle is registered...
For example, CA allows lane splitting by motorcycles. If you drive in a state that doesn't allow it, you can get cited. Claiming that your motorcycle is CA registered will not save you...
Having said that, most LEOs (99%) won't sweat it, for most equipment violations, especially if you show them it's not required in your state...
Be aware that people lie to LEOs all the time to get away with some of the silliest things. If you have a trailer with no plate, in a state that requires one, unless you show them that it's not required, or the LEO is aware of the laws in your state, he may think you're trying to get over on him, and you could get a cite..... In any case, it's a valid reason for an LEO to pull you over and check you out...
A big example here in SoCal is window tinting. In CA, the windshield and front side windows have specific regulations on what tint is allowed, 26708(a)CVC. Dark tinting isn't allowed in those locations. In AZ, they allow dark window tinting. Many cars from AZ drive in/through CA all the time. I am unaware of an LEO who ever issued an AZ registered car a cite for their dark window tinting (I'm sure there is an idiot somewhere who talked himself into a ticket) ... but most CA LEOs know that it is allowed in AZ, so they don't care... BUT, it is a valid reason for an LEO to pull you over sand check you out....
