It appears to me the PO tried jump starting the bike through the tender cable installed a higher amp fuse to try to carry the load and melted the jumper cable in the process. It would interesting why the tender cable was connected in that manner, it is a connection to the positive and any point on the frame would be a ground. Unless it's CAN BUS related, then everything is out the window. I would still the old tested, tried and true method, directly to the battery post and the fuse nothing higher than stock, 7.5A?
You should have posted in the Rushmore section. Most of these replies are from members that have no experience with a Rushmore bike. They are oblivious to how Rushmores are wired.
The positive wire on the battery tender connects to the red w/blue stripe wire of the P&A Accessory connector, which connects pin 12 of the fuse block (fused side of the 20A P&A fuse) & pin 17 of the P&A Relay, under the left side panel. Could only find a part number for the connector: 69200212 HOUSING, 2-way.

Maybe you should look again. It's there. Under the left side cover. In its' own special retaining clip.
So one has to take the left cover off to plug in a tender, doesn't that also require removing the bag to gain access to the left cover and then reverse the steps to secure the pigtail, or am I missing something here?

You're missing something! It's long a cord you can relocate anywhere you want. It just comes from the factory wrapped behind the sidecover.

I have a 2015 Ultra Classic and the battery tender lead is under the left panel. It does me no good on that side and I put one on the right side. The tender wire on the left side, under the panel, was burned too. I never knew it was there until a mechanic at the shop showed it to me.
Battery Tender connected to starter, and you wonder why it melted? My advice is to find someone qualified to work on your bike. The battery tender terminals should be connected to the battery through a fused pigtail.
Hooking the tender to the post on the starter is just the same as hooking to the battery. Geez,we've even explained that you can jump start a bike by putting the postive jumper cable on the starter post. If anything,his tender connector melted because somebody tried to jump start it with the tender connector.
