When in edit, hovering mouse over location gets this -
left click on balloon gets this -
right click gets this -
moving mouse even slightly while clicking gets this -
(left click w/minor motion = name location popup, new location made)
(right click w/minor motion = change to waypoint popup, new location made)
If you accidentally add a new location, use the undo function -
I'm using a Lenovo ThinkPad running Win7Pro64bit os & Google Chrome -
I have no experience if using a newer or different os.
I'm using an ASUS desktop with 64gig of memory running Windows 10 and Google Chrome, the same version as yours.
When I cross or hover over the route, I do indeed get the message that I can drag and drop to change route.
But that's where the joy stops.
Left or right clicking on an orange balloon only gives me the option to remove (left click) or Remove Location (right click).
I never see "Change to location".

I might just make a new bogus route to see if I can ever get a waypoint to be a waypoint and not a orange balloon.
But time is getting short. We leave next Sunday morning for Yellowstone for 9 days of blissful camping. I went ahead and made the routes using BaseCamp (which I still have on my computer) and saved them as .gpx files. This evening after it cools off a bit, I'll plug the USB memory chip into the BoomBox to see if I get complete routes.

Anyway, when I open it from the link he sent to me and Edit, I can do everything needed! I can change the waypoints to destinations and back just like you've described.
But on the trip I created, I cannot change the points. I can drag and drop the route, but cannot change the points.
At this time, I give up. I made all 14 days using MapSource (easy-peasy) and saved them at .gpx files.
The only thing I'd do differently is to check every waypoint on a zoomed-in map. I found that waypoints that were not EXACTLY where I wanted them to be created a few around-the-block diversions while I was riding. Otherwise, it worked well.
