I am with the other guys. It looks like they got brake fluid on it and tried to fix it. The clutch recall is just swapping out the slave and bleeding it. The tank shouldn't have been in that equation as all that has to be done is loosen the exhaust and remove the trans cover on the right side.
Looks like key damage to me. Whoever rode it may have had a bunch of keys hanging off their belt and tried to buff it out afterward.
When you're test riding a bike, especially at highway speeds, there is a lot of vibration. Bare metal to painted metal contact will cause this type of damage. Not brake fluid.
I agree with the dropped tank scenario. Looks like damage done from contact with concrete, which is porous & would make that kinda mark. That would REALLY doitch me off. When I get my bike back from any service, I always do a walkaround & an undercarriage inspection before I ride away from the shop.
Go back to the shop & make a stink. Couldn't hurt.
