Default Forks won't lock on 88 FLHTC

Guys, New owner of a 88 FLHTC and for some reason my front forks will not lock. My key assembly will function and the lock will engage when I turn it to the lock position but the front forks will not lock down no matter what it try. I am not sure if it is a issue with the key assembly or the locking mechanism itself. Any help would be great.. thanks in advance.

Do you have the handle bars all the way to the left when trying to lock it? If so maybe try some penetrating oil in the lock mechanism.

There is an adjuster at the switch, mine did the same thing

There is a "paddle" inside the cover that the switch operates via a long phillips screw with a spring and washer on it, it's adjusted by turning the screw, which changes the throw of the paddle. You may be able to get to it by removing the headlight bucket and it may be put together wrong...the spring and washer may be in the wrong place to operate the lock properly. This is the only pic I have of the fork lock assembly, it's under the "box" that's circled in the pic and the switch sit in front of it and pushes the lever when locked...it should cover adjustment in the service manual. If you dont have one, I suggest you get one, the information is invaluable and covers dang near everything about them.
