Default Transmission problem

My brother-in-law in Florida failed to keep his transmission full on his 2011 Ultra and "locked up". He had some work done last year (inner primary seal?) which is probably related to the problem. He put some lube in it, says it wasn't all the way empty, but it still doesn't shift correctly. I referred him to the Forum, but he doesn't use the internet much and is not now a member.

He's going to take it to his local independent shop (probably the same one that worked on it last year) tomorrow. I think he "screwed the pooch" on his trans. Any thoughts? is there hope for it?

Define “failed to keep transmission full.” Quite honestly, unless there is something going on, transmission fluid hardly needs filling in between fluid changes. It’s not like an engine that may use oil in between a change. Especially with being a 2011, I can’t see where it would lose transmission fluid. Could it be a bearing in the tranny that gave way?

A inner primary seal won’t cause the transmission to leak but a main shaft seal will. I’d think he would have noticed the leak though. Locking up sounds like it could be the dogs or shift fork issue.

MORE INFO: When I visited in early April, he had a small leak in the bike that showed up as a drop or two of oil on his garage floor when we went for a ride or two. He wiped it up and complained about it, but probably thought it was engine or primary oil. He admitted that he had not checked transmission or primary oil for a "long time". Who knows how long it had been leaking, possibly for a year since he had the bike worked on in early 2018. It's possible that the shifter shaft seal was leaking or that the main shaft seal began leaking and was overlooked when the inner primary seal was worked on at that time. He told me he took off the primary cover yesterday but did not note a high primary oil level.
