You could take off the tire/rim and check the balance with a homemade tire balancer. I've never heard of tire/rim not needing weights when checking balance.
I had one installed only recently, with no weights required. First time I recall in over 50 years of riding, however I can confirm it happens!
As a retired engineer I would hope that improved manufacturing techniques and quality control these days should make such things more likely that 'back in the day'.
UPDATE. Took the bike to my indy and he adjusted the neck bearings and pumped grease in there. Rides like it should now. Tire had zero cupping. Now it will sit for a couple months till riding season starts. Hot as hell with amazon like humidity
