The 2007 might be unique because it was the first year that all the bikes were fuel injected and the last year that the touring bikes used throttle cables. 2008 touring used TBW. It was also the first year for the TC96

looks like the wrong module for one. for the 07 it should be 77196-07. if you check those other threads referenced above, it may tell you how to retrofit that module, i think there is a difference in connectors. i'm not sure that it had to be enabled in the ecm prior to the throttle by wire, but could be wrong.
Couldn't find any instructions for 2007 - 2004 but did find this site:
