I do not see where the dealer has to enable cruise in the ECM on the 77196-07 instructions, nor do I think that is necessary from my experience of a few cruise installs over the years

The stepper motor is an -04 part number and included in the 07 kit
The 07 kit has a different plug for the hand controls and plenty of people have modified the 04 kit to work on 07 models.

Did you test the switches according to the procedure in the service manual?
Did you set the lash according to the service manual?
