I have a 2013 and fixed the top end noise with a new stereo and amp.
They are a little noisy but it's not hurting anything. Just the way it was designed and very dependable. My Indy calls it mechanical music and loves it. Even with the stereo off, it doesn't bother me and doesn't do it all the time. Mostly during very mild acceleration. Romping on it through the gears or cruising down the highway I don't hear it.
Buy one, you'll love it. 2013's were the last of the true air cooled motors in the baggers.
I have a 2013. Great motor, very reliable. It has given me zero issues. Noise is a non issue to me. I hear it if I try to listen for it, but dont notice it otherwise. It has a sewing machine rhythm to it.
One consideration not yet mentioned, at least I didn't see it is the compensator was upgraded in 14 to the SE Comp. Yes some of them have had issues but not like pre 14. I like the 12's and 13's but I recently upgraded to a 16 Ultra Limited with only 1385 miles on it, so far I like the rushmore.
Are the 2012's identical to the 2013 in terms of the 103" motor and internal design?

Yes, there was a bad batch of regulators on some '12 models (my Fat Bob was one) but replacement was covered under a product campaign, not a recall as it wasn't a safety concern.
Last September I picked up a '13 FLHX not far from me.
I don't have any valve train noise on this one and the motor has been fantastic so far.
Outfitted with V&H Power Duals and it really combats any extra heat from the motor.
