THERE IS MORE THEN SUCTION CUPS. It utilizes the 2 up seat screw and also anchors to the t-bracket that attaches the solo seat with 2 bolts.

Yes, this is correct, it's not only suction cups (haha that would be bad) . It does screw in at the back. The metal piece that slips under the T-bracket is not as "locked" in as I think it could be. I think this could be a better design. It's on there pretty good though so it seems to be pretty secure.

I understand that, but it sounds like the pillion relies on suction cups a bit too much. My Harley pillion seat requires no suction cups. It has a heavy metal tongue that slides onto the two seat bolts, then you screw down the solo lo profile seat nuts and rear seat nut. Result, a very secure seat for the g/f! Can't see any scenario where suction cups would be needed...?

I'm wondering could the suction cups be there as some sort
of extra cushioning or vibration dampener ?
As far as suction cups. ITS ADDED security. How do you think other p-pads attach to a bike? Think about it...
They are held on by attaching to the solo seat and the 2 up seat screw. Not to mention the weight of the BSR setting on the P-pad applying pressure on the suction cup.
The P-pad does not move period when attached to 2 anchor points.

I have the C&C seat pillion with the suction cups. Me thinks they help protect the rear fender, and maybe help keep it in place just in case a screw comes loose.

Ya, I was going to say the same thing. I think they are there to help protect the fender but also help keep it secure.
Im sure the suction cups are just added security, and keep the paint safer.
But FWIW My friend has a custom seat (not C&C) that ONLY attaches with suction cups and its been on for 15 years and thousands of miles without any issue or angry wife.
