Hey was wondering my bud bought a used set of 944 Ultra low he put them on his bike said it is hard as a rock.He ended up buy legends and we put them on in my garage anyways i was looking at these 944 i am able to put one end on the carpeted floor and i can push down on the shocks with just my hands and compress them.I am 225 lbs i dont think i should be able to compress them by just pushing on them if i can compress them a touring bike would just compress them way more?They also rebound very slow.My thinking is there might be something wrong with them?
What's the spring preload set at? If there's no preload they will be pretty soft. I forget, but I think I have 3 or 4 lines showing. 2012 CVORG with tour pak. Crank the adjusters down and try them.

If you dont mind me asking what you weigh and if you carry a passenger? I also have the 944's and with my wife and I on the bike I know that I am close to my adjustment. However when I was in Myrtle beach few years ago I was able to bring my bike up to the Progressive tent and they set my bike up with me on it and I told them what my wife weighs roughly.....and to adjust accordingly. While they had everything apart they changed out the bushings because they had a better upgrade and they didn't charge me at all. Now with that, I felt that the bike was a too soft of a ride and would seem to bottom out more when two up. When I am by myself the bike would bounce or sway more through turns. I evan have the progressive touring link. I am a aggressive rider and prefer the bike be stiffer in the turns. I'll have to take a look at how many lines I have showing. Overall I have been pretty satisfied, but I am sure that if I could spend a lot more I might be more inclined to go with the legend setup.
PRELOAD adjustment is critical with the 940 series, especially the Ultra low editions. I had an original set of 940s and loved them. They finally wore out and Progressive told me that they do not service them, they would only swap to 944s, but were out of stock everywhere when I needed them. My dealer had a set of 944UL and swapped them out for me.
It took ALOT of playing to get the preload correct. for just me. Once set you should be ok though. For the rebound, I never paid attention when they were off the bike how fast or slow they rebounded. Remember there is very little travel in the UL shocks.
