Hi. I'm looking at a 2009 Road King. The model on the title is "FPF." The owner says it is a customized police model. What can you tell me about the FPF model?
From the 2009 Road King Owners manual. On the VIN, look for the next two letters after 1HD1 and that will tell you what Harley built it off the assembly line

It is a 7500 dollar bike, the "Shriner" package means nothing to you, CA just means there is additional emissions BS involved
The economy is in a crater, the used bike market is about to be flooded, it is going to make 2008 look civil.... over priced toys with loans on them are the first thing to go when the money dries up. If you have CASH there are going to be better bikes out there soon, personally 2013 is the newest I'd go.
As far as I know the CA bike might have a cat converter on them, and possibly a vapor return canister. Neither really affects performance, and the cats are easily deleted. Other than that there are some folks that hate CA. What can you say? I too, would like to know why nothing newer than 2013?
