A 2007 Ultra to be precise. A 96" engine, stage one, at idle shakes like crazy, shaking windshield and the whole bike, but once I get underway, it smooths out. Is that all normal, or is a mount loose possibly?

Check your front motor mount. It may have perished.
I'd recommend that you check the front motor mount. Look at it from below to see if it is split.
Also check the fairing brackets inside the fairing to see if they are broken. They are a know weak point that can make the shake seem much worse than it really is.
From my personal experience with my 05 Ultra. Their is a bone shaped frame brace under the motor. At some time I may have ran over a curb or the motor cycle lift that i use bent this brace. I found this by looking at vibration dampers (Smoothie Rider Stabilizer) (don’t forget to get the tool that straightens the bent Brace if needed) This fixed my bike after replacing motor mounts and tuning, Also check the fairing mounts, I had them crack also.
In my experience with HD twin cam touring bikes, it's completely normal. There would be a fair amount of felt vibration while accelerating and off-n-on while cruising if a motor mount goes out. Went thru that with my 14 road king.
As far as engine mounting is concerned there's nothing different about a rushmore. Actually a stock rushmore will have slightly more vibs at idle due to the HO cams.
M8s touring bikes on the other hand have are partially counter balanced to reduce felt vibrations at idle.
Handrifle. Honestly I would be concerned if any pre m8 Harley touring bike didn't have a heavy shake at idle, including evos and shovels. Let us know if you pick it up. Enjoy!
