I have FirstGear HT Overpants II. The work good & they are waterproof. They also have a thermal liner, which is only needed in really cold weather. I also use the FirstGear Kilimanjor Jacket. It is also waterproof & has a thermal liner. Both are great & the best part is, you do not have stop to put your rain gear, just keep on cruis'in.

Ive taken a liking to wearing sweat pants under my levi's, sometimes i dont get changed for the day, its pretty comfortable, ive only ridden in weather down to 50 degrees, it doesnt get all that cold where i'm at, but i'd imagine it would keep you pretty warm down to 35-40, if its too bulky for you then i guess you'll need a more expensive solution, but i'm fresh out of cash and layers work great for me.
