They are eccentric so you can take the slop out so the tour pack doesnt have play in the mount once latched. Each side will have to be adjusted and if you have something else you attach when not using the tour pack it may have to be adjusted for that. I ran into the same problem. This is true if you are using factory docking points. Aftermarket I dont know.
i do the same thing, i do leave the bolt slightly lose and latch up the tour pack then I tighten the bolt. easy as pie.

No worries. Though, of the instructions the only mention to my problem was to "check rack alignment." A bit ambiguous, but good advice to always check the instructions.
  1. See Figure 1. Place the front Tour-Pak rack notches, with bushings in place) onto the front docking points (B). Make sure the notch bushings (4) seat fully into the front docking points.
  2. Position the detachable latches (6) over the rear docking points (C). Verify that the rack (1) sides and latches locate into rear docking points.
  3. Push down the rear of the rack. Push the latch lever forward until it clicks into place. If the latch does not close easily, do not force. Check the rack alignment.
  4. Connect all Tour-Pak harnesses and wiring.
