Charging at 11..new rectifier

So the new voltage reg./rectifier is putting out 11 volts? You could do the test for stator shorting out pin to pin, pin to ground. or a quick non scientific is the smell test, take the derby cover off, if there is a burnt smell, the stator is toast.

No, it means that your charging system is not charging...maybe.
To find the cause you can continue guessing, and buying parts....
Or, you can troubleshoot.
You might mention what the problem is, etc.
And, Model and Year of bike.
