You didn't say which bike you have, so I'm guessing you don't have hard lowers. Well luck for you they sell removable cloth lowers, that strap to the crash bars. You can tuck your feet in behind them to keep them out of the wind or rain. Then take them off and stow them in your bags. Last time I looked on E-bay the were going for about $60.,,,,
I tried the soft lowers...while they did block the wind from my feet, they pushed it up into my face and helmet.
I also ride bicycle a lot and have normally cold feet. I have found that putting a hand warmer in your shoes helps. Or they make a shoe toe cover to keep the front of your shoes out of the direct wind. One other thing that I have found very helpful is to cut a ziplock bag and put it on your feet inside your shoe. Keeps the wind and rain from reaching your socks.
