Will this cool the 07?
Harley's current technology won't work properly under EPA guidelines. To meet emissions standards, the EFI is set so lean that excessive heat is the result. To fix it, like Brian said,you need to tweak the fuel and timing, dyno-tune, etc. It's costly and probably illegal. Yes, it really sucks that's what you need to do to make this motorcycle perform like it should. I demo'd some 08s recently and in the 10 mile loop, I could tell how hot they were. I actually felt the heat coming through the seat.
Hopefully, the MOCO will get off it's rear and design a powerful, water cooled V-twin that puts out power, stock off the floor. Then, those who want the classic motor can have it, and those who want power, performance and reasonable temperatures can have that, too.
Personally, I am eventually going to be in the market for an Ultra. I won't move on a new one before the engine problem is resolved. If I need one before that, I'll go with a low mileage 03.

On the AFR table, removed the closed loop operation by
From 750 to 1250 RPM, setting the value to 13.0 on MAPs 80, 85, 90, 95, 100
From 1500 to 4500 RPM, setting the value to 13.7 on MAPs 80 and 85
On Cal #78, all of these valueswere set at 14.6
On the Closed Loop Bias table, set all values to 798
