From another forum thread:
How to tell if you have a security system.
With the ignition switch in the OFF position, turn the ignition switch ON-off-ON-off-ON
2. Press the LEFT turn switch 2 TIMES and release
3. Turn the ignition switch back off
If you have a security system, you should see the turn signals and indicators flash 2 times.
The other thing might be to pull off the right side electrical cover (the painted plastic cover right under the seat -- it just pulls off) and look to see if there is a connector for the siren. The connector end is cylindrical about 1/2" in diameter, and would have a dust cap over the end to protect the connections. I don't know for sure if the wiring harness for bikes without the alarm system have the connector anyway, so the presence of the connector may not mean anything. However if it's NOT there, that's a strong indicator that you don't have the alarm system.
I worked on a couple of 2000/2001 tourings with this issue. Harley used grease for the ignition contacts that got hard and would cause no contact problems. Take the dash off, turn upside down, and remove the ignition switch. Take apart carefully, there are tiny springs in there. Clean the metal contacts and reapply die-electric grease.

This bike would have had security as an option, so its very possible it didn't have a FOB ever. Since it is cranking, that rules out security and battery issues. Is it carb'ed or fuel injected?
