I have a 2018 Road Glide Ultra thatI did a stage 1 with Vance and Hines Power Flow Headers and Eliminator 400 mufflers and a screaming eagle breather and Dyno tuned with an OEM harley street tuner . The exhaust is louder than I want . Vance and Hines just released quiet baffles for the mufflers, but I don't want to pay for another Dyno/tune. Can I put the quiet baffles on and not retune?

I don't know if you need to or not, but tuning is not an area to skip as you know all ready. If its under warranty and the dealer is doing the work, ask them. If you have a indy that you can talk to I would definitely ask them.
Could also ask on the tech forum. Lots of top notch tuners over there.
The ECM is more than capable of adjusting for minor changes. Changing a baffle style would fall under minor change. You’ll be fine....don’t ask the dealer!
If anything the quieter baffle will cork it up a little, which is a lot better than increasing flow substantially , something that would cause a lean condition.
Slide the new baffles in and ride it, look at the plugs in 500 miles, they will tell you if you are lean, rich, or spot on
I don’t think it will make much of a difference with the Harley tuner. Wait till you’re off warranty and get a dyno tune with one of the real aftermarket tuners.
