I'm 5'8" with a 29" inseam and I can flat foot it with no problems on the stock RG seat and suspension. Even a little better than I could on my Street Glide with stock seat and susp.

Iam 5'6" Have an 06 rg . I lowered the rear end 1" it helped. you can also sent it to mean city cycles and he can make the seat fit you better for very little money . He can narrow the front of the seat.I can look over my windshield when i need to , but look through it most the time . I do ride high way 32 miles one way every day .
You will love it . Like someone said one here the RG is harley's best kept secret. So buy one kick on the tunes and turn on the cruise and enjoy.
I'm 5'7" and a fraction and have a 31" inseam and ride an RG. The top of windshield is right at my sightline, once I put a few hundred passenger miles, I'll decide if I want a taller one.
I'm 5'9 with a 30" inseam..I ride a Street Glide and I believe the shocks are an inch lower than the RG...I also have a seat which is not as wide in the front as stock. I'm very comfortable with the bike.
I'm sure you can make some simple mods to getthe bike like you want..maybe lower shocks, shorter windshield..etc.None of that is very expensive.
I am 5'7" with 30" inseam and i have a road glide stock seat and its not lowered. (i am 240 lbs so i dont know if that makes the bike squat) the bike fits me great i replaced the windshield with a shorter clearview (great product by the way). and i love it. this bike is the end all be all for me. i am pretty broad through the shoulders and the fairing breaks the wind so i dont have to ..it rocks.
