..and a backrest. Detachable kit for it does not work for tourpack ..yeah,it takes a separate detachable kit.

With the TourPak Rack Detachable & Pass Back Rest Detachable... You'll need them all ( 2 come in the Pass Backrest Kit) hardware kits!!!

My understanding is that the detach for the tour pack is added on to the detach kit for the backrest.

i'd like to get some clarification on that one... are you saying that having the fully detachable tour pak hardware will accept a back rest, but if you have only a detachable backrest you'd have to get the tour pak parts to finish it out???

nope..tour pack detach kit and backrest kit are not interchangeable..and both kits work together.
you will need detach/mounting kit for backrest (may come with backrest, I don't remember)and another kit to make tour pack detachable. Really didn't make much sense to me either. Looks like they could make one detach kit work for both.

There are, I believe, four mounting points. Two for the backrest (one kit) and two for the detach tourpack (a second kit). They are sold seperately, MoCo isn't trying to make it easy. LOL smknflms is right in that they will not work together, at the same time. But, and I may be wrong, but I think you will need the bracket from the backrest kit, to make the tourpack mounting kit work. At least that is how the pic looks in the catalog.
