Angry 98 FLHTCUI No Start No Injector Prime

I have a 98 Ultra Classic and it started stalling on my ride yesterday. It would throw the engine light and stall, but would restart right away. Once I got home and it sat for 30 minutes, I tried to start it and nothing. When I turn the ignition on, the engine light doesn't come on, and I can't hear the injectors prime. Therefore, I can't even crank it. Battery is brand new and I tested it with my multi meter and it is perfect. I have no idea where to start on this one and am not real good at diagnosing electrical problems but am willing to learn. Give me some direction please.

If fuses are good, test the fuel pump relay, if it's good, test the pump. If you don't have the manual, start with Google and you'll learn how to perform these tests.

I would figure out what code was set.

After all fuses and relays are ok...try swapping relays.

Then, remove the seat and remove the fuel canopy. There are wires there that connect to the fuel pump....can disconnect easily. The connectors were redesigned in 2000 to alleviate that issue.

Have the battery load tested, you didn`t perform an accurate test with your voltmeter (an auto parts store will test it for free).

Clean all battery cable connection points (don`t just check to see if they are tight, take them apart and clean them).

Once this is done you can get out the multimeter and start troubleshooting.

I can't find on Google where to look for the fuel pump relay. All of the fuses are good but can't see where the relay is. I have a PDF of the service manual but it is over 500 pages and is not searchable so unless I want to go page by page through it this PDF it is essentially useless. Nothing on Google or Youtube that indicates where the relay is. This is getting frustrating.

The fuel injection fuse and relay should be under the right side frame cover.

The fuel injection pump relay should be under the seat in a rubber pocket to the rear of the battery. Take a look on Ronnie's Harley Davidson Parts for clarification.

You need a factory service manual (not an illegal bootleg copy on the computer). It will tell you all you need to know.

Now go back and read post 4 again.

You are right. I found the relays under the seat. The both click when powered up. I tested them for resistance and got none so I assume they are both good. Where do I look next?

Both of these^^^^^
The battery needs to be load tested to ensure that there is enough power to run the EFI electricals and start the bike. Even new batteries can go bad. The service manual will have a flow chart to chase down your issue. It will be a lot faster than us taking you through it step by step.

One side note...Check the Crank Position Sensor Connector. It is the barrel-shaped connector located behind the Right Side Cover by the ECM. These have a tendency to come loose, get dirty, and create gremlins when they do. Take it apart, clean it put it back together, and cross zip tie it so it will not come apart.
