Either shock will improve the ride over stock H-D shocks. Flip a coin.
Yep, either shock will make a huge difference so at some point it is just preference. Just be sure the people you buy them from can setup and service them properly. There aren't just bolt on and ride, there are some adjustments, like sag and dampening that need to be set properly to get the full benefit from good shocks.
I just put those on last week, love them! now to play with them and see if they get better!
As others have posted, search and buy from who you are comfortable with!

I've set up & ridden both. When set up correctly, both will provide a very improved ride over stock. I found setting up the Ohlins to be very straight forward. The PA's weren't quite as easy, but once set up, I believe the PA's are more tolerant to changing loads w/o readjusting pre-load. The Ohlins seemed a bit more sensitive to load changes & needed pre-load changed to maintain the "sweet spot" ride.
Just installed Ohlins HD 022 13" on my SG.
Made a huge difference, especially with a passenger.
I went with Ohlins because they've been around for decades and I've used them in the past for dirt bikes and ATVs.
I really like the setup calculator on their site. Make setting up the shocks a no brainer.
I also installed Progressive's Front Fork Cartridge kit.
