Looking for recommendations to upgrade my SGS. I am actually pretty happy with it as is but Id like to at least get my moneys worth without whatever nonsense was done to make it meet some EPA standards. I am thinking of a air cleaner, exhaust and tuner. Are there any other parts that specifically neutered to meet emissions that can/should be replaced without breaking the bank?
The M8 responds more to a cam change than any of the previous engines. Great bang for the buck. Do cam, lifters and adjustable push rods in addition to the mods you mentioned.
'08 FLHT here, so a bit different. I have the SE intake with the K&N filter, Stage 1 ECM download. External breathers.True duals with fishtails baffled just enough to keep throttle response.. Installed a Cobra fuel device that eliminates the O2 sensors while giving it a bit more gas where needed. Feuling 525 Reaper cams, S&S adjustables and lifters. Lost a bit of gas mileage, but I suspect that's because I need to put my right hand in a diet. Bike definitely runs cooler, and sounds WAY better than stock to MY ears.
Agree with DuraGlide on the cam, although depending on what you are looking for, you can get a good performance upgrade using HD SE8-447 torque cam. But you need to use a non HD tuner to get the most out of it and at that point there are lots of aftermarket cams that work as well or better, all depending on your riding style.
Since you mentioned you are fairly happy with it as is, a Stage 1 with an free flowing air cleaner, slip on exhaust and a good tune will have some improvements. But nothing like what you will with a cam and either gutting the cat or upgrading the head pipe. As Gionemad mentioned, gutting the cat or replacing the head pipe with an aftermarket one has the added benefit of running cooler, but since you are in Buffalo NY, heat may not be that much of a problem. But once you get past Stage 1, the dollars start to add up quickly. Especially if you have a shop do all the work.

I would do an external breather ($100 or so maybe cheaper) and a vented dipstick from A1 Cycles $99 (https://www.a1cycles.net/new-products) in addition to what you're thinking about. Totally agree with all who have said to do a stage II upgrade with a cam (depends on budget) but you will love the ride after a stage II.
Not really sure as it depends on whats worth doing. I just wanted to get some opinions so I can look into costs. I priced out a full 131 kit. I think maybe $3k? Depending on what that would get me
there really isn't much for physical things, most of the emissions stuff is done by computer, a tuner would be your best bet to get the most out of your bike, and agreed a cam makes a very nice difference in the M8
