Yes you are correct. From the instructions:
1. Install main fuse. See the service manual.
2. NOTE The radio takes longer to boot up the first time while the radio updates menus and performs other functions.
Turn radio on to verify function. SiriusXM should now be a menu selection. Manually search for channel 1 prior to activation.
3. Install outer fairing. See the service manual. 4. Refer to the Boom! Box owner's manual for activation instructions.

 

What happens if you didn't do the fuse thing?

 

don't know. but I would first pull the fuse and see if the radio recognizes it. If that doesn't work I would recheck the module if it's set properly.
