While the tour pack claims to hold 25 lbs, that weight would be directly over the tour pack rack... Your weight load, while less than 20lbs, is like a big lever working on the rear of that tour pack mount.
I'm not an engineer, but it would seem the stresses in your application could be far greater than a fully loaded tour pack...
Just be careful.....

This is what I was getting at when suggesting having a gusset that transfers some of the weight to the forward part of the rack, you just put the reasoning in that I was missing.
