I thought those captive washers prevented the stud from going in too deep. Were all four washers in place?

It's in place, but obviously not in the pic I posted.
All 4 of these studs go through plastic trim before they thread into the triple trees. I'm guessing the lower 2 squished the trim piece enough to get into the upper fork pipe.
I trimmed off an eighth or so and checked it with an inspection mirror with all parts in place. All good now.
As a side note, while getting the seal repaired in Montana last year the tech showed me the runout on the upper pipe and it was out of spec. When I bought rebuild kits last week I bought 2 new ones, so I should be in good shape for a while.
