I saw the post.

Held low means the voltage says low, I would say less than a volt. Goes high means that the voltage goes above say 12 volts.. I'm a retired EE, it's what we call digital logic, High and Low.. A low voltage may be less than 1 volt, high above say 10 volts.

TC. (Twin Cam) Harley's motor after EVO and before M8. The Softail balanced version is the TCb. It has two balance wheels chain driven in it.

I suspect that is battery voltage to the relay. Not the pull in coil of it that turns relay on.

Pull the battery, charge it and have it load tested.

Once you know the battery is fully charged and in good working order, you can start troubleshooting the starting circuit.

Doubt that’s the issue with an 05. My 04 couldn’t care less about my lights. In, out, odd, it starts, runs and gives no flashes.
