Just a thought. Did you lube the throttle tube where it contacts the "new" shoe? Just some wd40 or the like.
I don't remember if you said the throttle snapped back before changing the cables?
When I do cables I usually lube the brand new cable. Lube the throttle tube where it rides on the handle bars. Grease the throttle tube where the cable and end of the cable ride.
It the throttle rotates easily when you rotate it, but won't snap back. It's binding. Either from too tight of bends, or lack of lube somewhere. Are the cable adjusters screwed all the way in, as in the loosest they can be?
