Those are NOT factory VIN tags.... neither the one labelled "VEHICLE IDENTIFICATION NO." nor the clear plastic strip with the VIN on it in white script, are from the factory.
Throw in the fact that it is a stolen vehicle recovery, that needed to have the VIN verified prior to sale.... you have no way of absolutely knowing, without the factory VIN markings, how that bike came from the factory... Having been an LEO for 30+ years, I couldn't count how many mistakes I've seen done by CA DMV on VINs and associated paperwork.
Have you found the engine number yet? It should be engraved on the case at the base of the cylinders on the left side (primary side) of the engine. I'm gonna guess that was removed also if the bike was stolen.... the first numbers tell model, year, and engine typoe, the last numbers match the last numbers of the VIN from the bike it came from. If the engien number is there, unaltered, that could tell you a lot...
And FWIW, I have a 124" S&S crate engine in my 2016 Ultra classic. You can install an entirely new engine into a bike, and have it look as good, or better, than an OEM install.
What makes you think it is an 88"
Touring bikes in 2007 had 6 speed and 96". All harleys that year had FI, and they dropped i from alphabet. Dynas had 96 and 6 in 2006, I believe
Someone could have added a fairing, not super rare. But that dash kinda looks electra glide at this angle. Plus I don't see gas cap on tank, implying EG. No passing lamps like FLHX. FLHTs had gray engine,

Not a road king, cause no gas cap on tank. it is some type of electra glide. FLHX, I don't think had trim on fenders. I am thinking FLHTCU, cause of saddle bagguards, though those can be added. They took passing lamps off.
Transmission fill looks like it is in front like 5 speed
