my vote is JB Weld Kwikweld, found either in auto parts store or on Amazon.
Ive used it on the center insert where the windshield is wedged and it works perfectly. the plastic on mine was broken off similar to yours and its holding like a champ. the 6 minute kwikweld is nice in how fast it sets, just be ready for that since you dont have much time before it becomes unworkable. i taped the broken piece in place to hold while it cured.
Here would be my garage rat fix on this. using the mount from the picture. Use a good 2 part epoxy, bond that bracket to the fairing. using either a tap or die thread the brass insert onto the bracket.
My first choice for repair would be to weld it back together using a soldering iron. I'd also embed some steel staples into the weld across the break for added strength.
