I believe but only a WAG its for the limited models that have the HD medallion there and the single box brake light on rear. And the bottom light on this fender is not there on the limited.

It's just a plastic beauty cover to hide the head of the riveted, or pressed in, bolt for the fender support. Took mine off for a new paint job and then it fell off in one of the lower 48..........

yes, 21 special.....plastic plug in the middle looks like crap not to mention the plastic cap in the space filler between the fender and the right saddlebag

It's because you're supposed to trim the fender and make a performance bagger. It's only a Special, I wouldn't let it bother me.
