I recently bought a 2019 RK Special and today had to buy the 4 point mounting bracket to mount a sissy bar for my wife to ride with me.
when I mounted the bracket, I took the seat off and there was a plug that looked like a trickle plug hooked to the battery (+) and the negative run under the tank (-). This is in addition to the trickle charge on the left side on the bottom.
any idea what this might be?
heated gear?
Additional accessory mount?

Your guesses are pretty good. More than likely heated gear. Congrats on the new bike.
I think what happens is sometimes owners are unaware of the factory-supplied tender connection and add the battery tender jumper directly to the battery so you end up with two connection points

But the OP is saying the negative wire is running under the tank. Why run it under the tank when the negative battery post is right there? My guess for running it under the tank would be for switched power.

This is exactly my question. The negative running under the tank I'm assuming is just grounded.

Easy enough to test with an inexpensive continuity tester. The embossed markings on the connector indicate the exposed male pin is negative.
If there is continuity with a known ground, it doesn't necessarily mean the negative wire is hardwired to ground. It could be wired to a switch that is in the on position.
