When I would repack a muffler I just used iron picture hanging wire. It's cheap and works great. I used to pack the removable baffle in a set of Roadhouse Classics every other season. When it was burned away the bike had a sharp bark, with new packing a cool rumble.

I wrap it tight. It can't touch the pipe. Masking tape that touches the pipe can get sticky and make it hard to pull the baffle. I just had to deal with some Rush slip-ons that were a melted tape mess. No tape for me, thanks.

I was interruupted before i finished my thought. I've, seen some terrible wrap jobs that left a mess. My baffles leave plenty of room between the tape and the outside pipe.
I also have Reinharts that were too harsh. I tried packing the baffles with parts store fiberglass matt fastened with safety wire. It wasn't effective and blew out. I ordered fiberglass muffler packing for dirt bikes, fastened again with safety wire. A year later it's still working fine. Same db's, but softer tone.
