I have good battery but if FLHTC sits for two weeks as sometimes happen while I ride the others, it drains the battery and won't crank the engine Is there something that is always on even if the key is off?

YES, on newer bikes with computers there is generally a small drain.
A parasitic drain can be checked with a digital voltage meter.
Your battery age and type are also an unknown.
A lithium battery can go to "sleep" if the temp gets cold and requires a short wake-up time by turning something electrical ON for a few minutes before cranking.
For example if it has a battery that is greater than 3 years old then a battery load test might be a good idea.
I semi accurate test can also be done with the same digital voltage meter while bike is cranking to check for drop down voltage.
