with the mechanical stops in place. you can remove the jack with the bike on the lift. Can you take out the jack mounting bolts and does the jack tip have exposed threads that can be turned down to give more room for getting the jack out?

Well if it's locked in the UP position and you cant get it higher, I'd say try that allen screw and see what happens......
If you can get that jack out of there you can put another one in there......

Like was said....have someone with you that can help if things go sideways.......

Well what do you know. Went back to the garage tried pumping it up again and low and behold it raised enough to free up the stops. Lowered it to the ground without issue. Going to pull the jack tomorrow add oil although there is no indication its leaking, bleed and hopefully its a done deal.

Perhaps I missed something..
Is there any reason why you can not use air at this time to raise the bike the inch or whatever?
Unlock, and then slowly lower the motorcycle.
Set motorcycle aside.
Then initiate the review of jack and probable fluid fill.

I tried using air earlier but it didn't work. That pretty much was the first thing I tried. Either way its on the ground now and the bottle jack will get assessed tomorrow.

Mine wasn't leaking either. But after a few years it needed oil.

FWIW.....

Bottle jacks have an air bleeding procedure. Most people don't bother and the jack works OK.

Over time and use, the air will bleed out on its own, and the jack will need more fluid.

Having owned a J&S for 16 years and replaced 2 bottles since then I suggest you shop for a new bottle jack. The key is to locate one that has a base plate that's large enough to drill holes through to match the existing holes on the J&S's mounting plate. (make sure you buy a bottle that has the same "ton capacity" as the original. (I believe SUNEX has one that would work but also check out your local big box hardware store)).

You might want to bleed possible trapped air in your bottle jack. Check out YouTube/Facebook for: "Bottle Jack Bleeding" there's an excellent one by Safe Jack:

(note: I've never seen a bottle jack that uses an "allen wrench" to close/open the valve. Most use the pump handle's "notch" to open and close the valve......).....I'd go shopping for a new bottle jack typically $40-$60 with a few close to $100)
