But having the muffler appropriately stamped in and of itself is not sufficient. The mufflers must also be in stock form. If they're modified in any way the stamp means nothing.

The EPA wrote a regulation regarding the stamping. Within it mention is made of modifications to the muffler. I'm sure the local authorities merely adopted the regulation as their own; I would if I was going to do something like that. Anyway, if there's obviously been modifications, like one or more holes punched in the baffles, baffles missing entirely, or aftermarket ones installed (especially if they're straight-through baffles, which never come stock on bikes), the presence of the stamp is meaningless. The LEO will know this. It might work if you get one with a good mindset, but then why would they have detained you in the first place?
The best way to avoid such confrontations would be to exercise restraint both in your choice of mufflers and your use of them via the throttle.
Bobvic on Ebay has a variety of them and stands by his work if your not happy. I have B and E superflow 2 inchers and they are the best exhaust I've found short of rineharts and are under 200 a set. Just my opinion.
