Jiffy Stand Frame Rail Bumper Clip

New used RK rattling like crazy over bumps. Hold the jiffy stand against the frame the noise stops. Looked under the bike and it has the frame rail clip with a rubber bumper. It had been clipped on going over the top of the frame rail with the bumper to the oustide. Is this thing supposed to clip over the top or from the bottom with the rubber to the left side? When clipped over the top put the stand up a few times and it moves on the rail enough to allow the stand to hit the frame rail. I can use wather strip adhesive but would like to get it on right to begin with.
