Mine was actingup (2000 ultra classic) it needed new plugs - then i took it in for dealer lookover and it needed an update to the ECM chip - that update is free. Whenever cold weather would hit mine is real hard to start and would foul the plugs real easy.
You do have gas coming out of disconnected fuel line with key on? You stated you can hear fuel pump.
Fuel pump is in tank. Also the fuel filter per 07 service manual. All this sits under speed odimeter. Should have a pretty good pressure of gas coming from hose line? Manual says under pressure, spray. Hot engine fire, and such.
I dont know if your system is the same as 07. pick up and pump must be in tank.
Bad pump? blocked pick up? fuel filter clogged?

I've had somewhat the same problem with my 1998 FLHTCUI earlier this year.....exact same symptoms you are describing. Mine would start and go immediatley to about 3000 RPM and stay that way until the engine got hot. Then it would drop to 1000 RPM which is about right. The cold idle was totally out of wack. All this crap happened to me when I was on a week long trip.....annoying as hell.
Anyways, I had to set the cold/idle to specifications.Could never get it right....because unfortunately the IAC was ioperable.
The IAC is easy to check though, when you flip the ignition to on.....you should hear the buzz of the fuel pump. At the same time, look down at the IAC and watch for movement. If it is moving at all.....it is ok. If not, then it has quit.
My problem was that.....the IAC was not moving at all, it was basically stuck. I replaced it and set the cold/hot idle to specifications. No problems since.
Hope you don't have to replace the IAC though.....they are about $100. The IAC is also known as the ISC actuator. I just call it the IAC out of habit.

When I disconnected the fuel lines from the tank the key was off. I can hear the fuel pump. I didn't realize it was in the tank. I need to get a service manual!!!

I think the plugs are OK. The fact that I got it to run a couple of times but the rpm's stuck @ 3000 leads me to believe it's probably something else. Plugs are cheap though, so it can't hurt to change them. Thanks!
