Sporty: You would see better performance (IMO) for two-up riding bychanging the primary drive from 3.15:1 to 3.37:1 which was the stock final drive on EFI touring bikes from '99-'01 and is a simple swap of the compensating and clutch sprockets: parts cost $450 list from HD; ~$360 from a 20% off HD web dealer; labor about 1/2 a cam swap. It will raise the rpm at 70 mph about 200 rpms.
It's like in the old days putting a 4.11 gear into a car; same motor just multiplying the available torque faster.
However, with an '03 bike you probably ought to check the cam chain tensioners in any event. If they need to be replaced, the cam swap is essentially free (except, of course for the cost of the cams).
When I replaced the tensioners on my '04 FLHTPI, the stock cams were replaced with HQ-0034 cams; mild cam with .500 lift. It really woke-up my 88 and it is very quick. Don't know a thing about the 31G you are considering.

The reason I am thinking about changing the cams is I need to have the tensioners changed and the labor cost is about the same for cam repacement as it is for just replacing the shoes
If you are running at least 10:1 it's a great cam , if not the TW37 is the same lift.
I ran them in my WG3 95" with SE heads , V&H propipe 104/108 . Torque comes on early and stays late.
