I just installed a set of Rinehart 2-1 pipes and a SE a/f on my '08 EGlide Classic with 1800 miles.
Took it to the local HD dealer to have the SE Stage 1 download installed, not sure if it's my imagination or not but I feel I'mgetting more "gurgling" on decel than before.
Also, the idle, warm or hot, is at 1K with a tiny bit of fluctuation (+/- maybe 50~100 rpm up/down), it's not rock solid or stable at 1K.
The bike does feel alot stronger and pulls really hard,up to now nobackfires or "popping", it's just the "gurgling" on decel like it's just about to "pop" but it doesn't...are these conditions normal?
SERT is the Screamin Eagle Race Tuner... allows you to re-map the ECU and fine-tune it by changing table values. What you have is a factory generic map developed for your particular HD components; it can't be altered.

Is the SE Stage 1 download the so called SERT?

I think you'll eventually want to add more fuel by either using an aftermarket fuel management unit (fuelpak, PCIII, T-max, etc) or by buying a SERT. There are as many opinions on this as there are bikes.
I went the easy route and installed a PCIII which allowed me to do the install without having the bike dynoed. Mine runs great.
I do know that you can install a PCIII (or other) over your Stage 1 download. I also know that the Satge i download still runs on the lean side.

There is no "stage 1 download" for those components. They installed one that they thought might be close enough.
No... If they did just a download - then they more then likely set it to the LEAN SIDE (Required by EPA)
A Download is just that - they downloaded a program to the ECM (just like you would download a program to your computer...) What you really needed was a Screamin Eagle Race Tuner (SERT) - Or any other fuel management system...
You are in good shape with the download even though its crap. Now just get the SERT installed and a dyno run and and thats a wrap. SERT is the only thing out for the 08s right now but you can wait for the others to catch up when they do and go that route. I did not want to wait or play with a computer so i have the sert and dyno and i am very happy with it. A few hours at the dealer and ride ride ride.

How about installingthe V&H FuelPak (they do have a map for these particular components) over/piggybacked on the download?
Worth the extra investment? Cause any damage?
I do not foresee any additional mods (pistons, cams, ect.) to my scoot in the future.

I don't know what all exactly the "download" provides. I believe it mainly provides changes to the VE tables to reflect the flow rates with the specific (H-D) parts they're made for, so the fueling calculations would be right with them. It does increase the rev-limiter, right? And no doubt some timing changes.
It's got to be very much closer to what you need than if you'd just slapped those parts on and had done nothing with the ECU, but it's most certainly not optimum. And yes, it would be EPA-approved with the specific parts, so if yours flow better in any areas it would tend to be running leaner there. If they're mainly in the closed-loop areas of operation and/or you don't venture into open-loop very often it's probably acceptable (at least not harmful) to run that way since the O2 feedback will allow the ECU to keep it as rich as it was stock pretty much everywhere below ~40% throttle.
