If it has red loctite on it - apply some heat.
Here is whats happening when you use Loctite. IMagine if you will a Nylock type locking nut. Anyone who has seen one knows that it is the plastic (nylon) insert that is doing the holding.
When you install with loctite you are essentially forming your own locknut as it were.
Red is permanent. Blue is not. Then you get into green loctite (for cylindrical applications) and other types.
If it's red, the heat will melt it and you can easily turn it. If it's blue, a little more force with no heat will ususally get it.
