No problems with mine except for a loose ground wire. I'm fairly confident, knowing the people that haunt these boards, that if there was a problem with starters on '07s, this place would be crawling with posts about it.
I had a starter problem on my 07 Ultra. The solenoid was sticking for some reason. They took it apart a couple of times but never actually found anything wrong. One of those intermittent problems. It got to the point where I was riding around with a hammer in my tour pack. A couple of quick raps with the handle of the hammer on the solenoid would get it started every time. The problem went away once the solenoid was replaced.
At the last Friday the 13th in Port Dover Ontario the bike wouldn't start and there was a big crowd of people milling about. After a bit of cursing I pulled out my trusty hammer and beet the bike into submission. WhenI looked up there was a woman watching an laughing,. She said that she wished she had a camera. When I turned around there was a guy with a sh*t eating grin on his face with about 4 cameras who introduced himself as a freelance photographer.
Another time I stopped in the pouring rain for another rider that had broken down to see if I could lend him a hand. He got nervous when I started cursing and pulled a hammer out of my tour pack. A quick explanation kept me from getting stomped in his assumed self defence on the side of the road. I'm too old and decrepid for that sort of thing.
A few months later the dealer told me that he had 1 more bike come in with the same problem.
2007 models were the first year that police bikes got a 103 engine prior to that they were the same as pleasure units.
The 103's came OEM without compression releases......a lot of problems resulted (starters). in August 2007 MOCO released a program (not a recall) under warranty for the installation of new heads with automatic compression releases and the update of the ecm. This applied to police 103's only. This has fixed the load on the starter and virtually stopped all starter failures for police units.
For 2008 police bikes compression releases are standard OEM.

^^ funny, but seriously, he is retiring in a few months, not a case of sour grapes talking but he did say that the bad starters he was seeing was in the 100's every week and no, I wasn't even half in the bag LOL, we just stopped for one after going out to dinner Saturday.
