You can get a Coke and Rum _anywhere_ on the island, including places like the ferry crossing. Do not go outside after dark, certainly outside of the tourist district. Maybe if you are stone cold sober and carrying an AK and have someone armed likewise to watch your back with night vision goggles on, you might be OK. But short of that, stick to the tourist areas and preferably in daylight at that. Yeah,3rd world mentality is about right, and I've been to a few 3rd world garden spots.

Petty crime is common, thievery is everywhere.

I was born there and let me tell you if you go and stay in san juan area you are going to see and be stuck in alot of traffic. Go south to Ponce and the west side and north west side of the island. The crime is really bad just like anywhere here in the states. If you go to the hood you might get mugged but if you go to the other areas you will be fine.I have family overthere with lots of money and they dont even lock their doors.STAY OFF SAN JUAN....The name of the island is VIEQUES and the other place is FAJARDO.Rent your self a jeep not a car or hire a driver to take you thru the island if you want advice of places that you must see let me know I will be very happy to help. Puerto Rico is AWESOME......
