EddiePear, my '08 Ultra did not come with a catalytic muffler - perhaps the California models do. Since you live up the road in KY, I'll bet your stock mufflers don't have catalytic elements either. Pull the right one off and look at the header end of the muffler. If you don't see the catalytic honeycone, then your dealer is wrong. I changed my stock mufflers out for SE street legal/street performance mufflers (64985-07) which are deeper sounding and slightly louder than stock but with better flow.
Doug45601, I also installed an '08 SE air cleaner which has been out for a while now (29260-08). Those two changes make up a Stage 1 upgrade and you will need some type of fuel management device or a Stage 1 download for your ECM. I went with a SERT myself knowing that I would do a 103" big bore kit upgrade later.You can, however, just replace the stock mufflers with SE, Rush or V&H type slip-ons without needing a download or SERT.
Unless you have a California bike, your dealer is wrong and trying to get more of your money. Tell him to look at the '08 parts catalog, the only bikes with catalytic mufflers are California bikes. Maybe I have a different '08 Touring parts catalog than he does, but I doubt it. My mufflers are NOT catalyst mufflers and my dealer said that changing mufflers only will not hurt anything.
Just called Harley Davidson Customer Service (414) 343-4056. According to them, if you replace the mufflerswith the Screamin Eagle slip-on's you do not have to do anything else.It will not increase the performance, just change the sound. The bike will run the same as it does with the stock mufflers.He also said it will not increase the engine temp and will not effect the flow of the fuel. If you start changing the A/C and the SERT you will be requiredto remap the EFI.
EdditPear....it would be nice if you could listen to a bike with the SE slip-ons to find out if that is what you want. My understanding is that the current SE slip-on don't do a whole lot, at least not for sound....might be a bit more free-flowing that would give you the ability to add other parts and increase performance (SERT and SE Air Cleaner), but if you are mostlly looking for sound you might be disappointed in the SE mufflers.

You could do whatever you want to the bike. You could take the air cleaner off and throw it in the garbage and run with nothing at all. It doesn't mean the bike will run right or not have any problems in the future.
I just installed Rush Slip Ons with the 2" baffle and I have not had any issues. The bike is running the same (heat) with the exception of the sound. I have other friends that used the 2.25 and 2.50 baffles and they have experienced popping and poor performance. My dealer told me the slip ons were fine with no SERT or Hi Flow needed as long as I stayed at the 2" or smaller baffle. Eastern Performance sent me the pipes for $285 to the door and I put them on.
