There goes the dealer being the stealer again. You can go up to 2" baffles without adding a high flow air cleaner or fuel management system. My recommendation would be Rush Slip Ons but everyone as you will be able to tell has their own opinion. I have the Rush 1.75" and sound good. Not to load but a nice deep throaty rumble, especially when you hit the throttle but not to load when you cruise.

Just purchased an 08 Ultra and would like to install a set ofSlip-ons just to increase the sound. Would like to make it a little louder and deeper, I happy with the performance of the bike. I contacted my local HDdealership and was informed I COULD NOT just install the slip-ons because the 08's have a Catalytic Converter in the stock muffler. The dealer said Harley had to install the converters in order to meet EPA standards for 08. He added, I could install slip-ons but would have to add a high flow air cleaner and the SERT, (PC111 or Fuel Pak). If I just changed the mufflers, the bike would run extremely lean andrun hotter than normal, according to my localHD Service Department. Is this another ploy by the dealership to get more money out of me or is there a ring of true to what they are saying?
Keep your Old Mufflers as (the dealer is right) they are EPA APPROVED MUFFLERS and depending on what EPA has setup in the near future for your state

The dealer I bought my bike from installed my Rush 1.75's without hesitation and mentioned it would not void warranty since they are only slip ons. Now had I changed to a full true dual or some sort of other exhaust that may have been a problem. EddiePear's question was to slip on's and being able to leave the A/C and fuel management alone...YES, he can.
We've heard repeatedly that you can't replace mufflers and AC without an EFI controller or Stage 1 download, the rationale being that they lean the bike out beyond the ultra-lean state it is already in. However, I think this problem isn't as dire on bikes equipped with close-loop EFI ('06's Dynas and '07> all models). With closed-loop the bike will gravitate to stoich (14.7:1) in most ranges that cause heat problems regardless of intake or exhaust mods, mostly in the cruise range and at idle. OTOH, A/F outside closed-loop, like full-throttle, will need a remapping (Stage 1, PCIII, SERT, etc.) or you will likely see little or no performance increase at all, perhaps even less than stock. That said, I still wouldn't install any aftermarket mod like slip-ons or especially open AC without either an EFI controller or Stage 1 download. Stage 1 download simply remaps the EFI but retains EPA certification, so you likely will still run as lean as before.
Since replacing the mufflers, AC, and adding an EFI controller (PCIII, SERT, etc.) will provide a significant performance increase and a cooler running engine, I would recommend that route if you can afford it. I probably sound like a commericial for Fuel Moto by now, but I do believe strongly in their new Rush/PCIII/K&N setup with the asymetrical baffle kit:

It provides a meaningful performance increase with less noise than conventional 1.75" baffles installed. For the money I don't think you can beat it for bang-for-the-buck gratification.
Be advised that Jamie's map is configured for performance and cooling at the expense of mileage, so if retaining good mileage is important you will need to make some changes to the map. There is much discussion about that here and in the EFI forum.
