Rear Fender Strut - Threads (For??)

Just curious - can't find anything on this searching - cleaning my real wheels today (by the way - those 'Magic Erasers' aren't so magic) - and removed the bags - found three sets of threads on each strut/ right & left - just wondering what they are for??

I have a feelin' this is gonna be one of those Home Simpson moments (Doh!!)

Mounting points for quick detach docking hardware.

My detachable passenger backrest doesn't use any of those three. Maybe permanent mount racks or something? Maybe mounts for ? on other touring models?
Your question leads to another- what is the rectangular hole above the top bolt holethere for? (05RKC)
